Assistant Director
Strategy Division at National Library Board, Singapore
Felicia is an Assistant Director looking after Planning and Foresight under the National Library Board (NLB) of Singapore's Strategy Division. From understanding trends and how they impact future plans for our libraries and archives to facilitating discussions for internal divisions, she works to ensure that the library continues to remain relevant. Risk, resilience, target setting and change management are all part of her scope. She has worked on two master plans to innovate NLB’s services and spaces to better serve the residents of Singapore, and planned and developed the revamped Pasir Ris and Bukit Panjang Public Library. She also wrote the original concept for NLB's newest library, Punggol Regional Library. Previously she was also the Region Head looking after operations of public libraries in the central region, and head of Operations Policy and Engagement. Felicia believes that strong libraries support the well-being of the communities they serve, helping individuals realise their aspirations through opportunities for learning and discovery, and are a critical part of building socially resilient communities.
Felicia also volunteers with ALA IRRT and is currently a member-at-large on the IRRT Executive Board. Previously, she was the co-chair of the International Papers and Projects sub-committee from 2018-2022.
